To my knowledge lower voltage should draw less power at full load compared to higher voltage. So far I always undervolt nVidia for better thermal and power, however I got confused by 4090. I just got 4090 few days ago and spent some days optimizing 4090 for lower power usage. This is the exception not the norm and only applies on very small number of cases.
